I agree with Dave.  The color pattern on your shell is completely typical of N. waigiensis.  The only reason I didn't call it that initially was the the prominence of the spire.  In adult N. waigiensis, the spire pretty much blends smoothly into the body whorl, and is not set off sharply.  But your shell is not an adult specimen, as indicated by the small size.  The size is not an issue in species identification.  All of them are only a couple of millimeters, sometimes less, when originally hatched
