I figured this was an Engina (family Buccinidae), but finding a match for it proved to be quite a challenge.  I compared it all the Engina species I am familiar with, but no luck.  I finally stumbled onto a couple of images that may be a possible match.  Engina albocincta Pease 1860 is as close a match as I could find.  I'm still not 100% certain, but it's the closest I could find.  Your specimen certainly has the characteristic that gives this species its name.  "albocinta" means "white-banded" or "white-belted".
