This is the South African subspecies of Phalium (Semicassis) labiata (family Cassidae).  I believe this subspecies is called either zeylanica or iredalei.  I am not certain whether these two names are synonyms, and if so, which one is currently in use.

It is Semicassis (Semicassis) labiata subspecie zeylanica (LAMARCK, 1822) Cape Province to Natal, South Africa.
" iredalei " is forma of zeylanica. With smoother shoulders and more elongate, lighter and usually smaller.
