Another question for scuba diver collectors:  Almost all dive charters/shops in Fla. and the Caribbean forbid collecting live shells even if legal. This is mostly because they take divers to either marine parks or other areas with attractive scenery for divers. Does anyone know of charters down there that cater to spearfishing, underwater hunting, etc. that don't go to these areas and that would permit collecting live shells?

I really do not think you'll ever find this kind of center...
As worlwide laws forbidd mollusc collecting while scuba.
Though, some centers permit it when you know better the diver/owner and if you collect "ecologically" (meaning you collect very few perfect and rare shells). Personnally everywhere I dove regulary I obtained the persission of the center.  Wink But the best way remains to dive on your own...
